"IT support services" and "Adobe license renewal" both sit under IT codes. We read which one is actual labor you can bid.

Who actually competed

Almost a quarter of what reads as services was never competed at all. We check the competition code, so a no-bid follow-on doesn't get passed off as an opportunity.
